If we talk in basic language and easy idea about news then it's something which draws interest ,attention of someone at a time or both at same time .
Knowing about something is by being there live is a way to gather information about that event but when you use that information to transfer it to someone else then it acts like a news!! how big it will be that depends on the level of attention which it draws from the readers or listeners .
It's also upto the person that how he presents that news.
He has to be very precise and short and clear about his idea so that news can't turn into a Chinese Whisper so he must be very clear.

Anybody who writes news must not write anything which sounds like crap

Designing is a also a very important element of today's newspaper because if today if we have a habit of going to a specific section then we must also look at a specific corner in very first look when we open a page ....this is the thing what designer keep in mind to select the location of news on a specific page so as to draw required attention on a particular news
This human phycology of lookin at a specific corner is something which designer think about when placing articles.
For instance when you open a newspaper
Sports page than most of you look at the top right corner by default which is natural
So now if designer knows this now he will be placing articles accordingly !!
