Blogging Matters!!! : Know Thy Bill! (NSDB 11' - Demerits)

Day 31.
In part 1 of this blog yesterday, I presented before you, the worthiness or the merits of the National Sports Development Bill (NSDB) 2011. I even expounded, along with the positives, what this bill is all about, so I don't have to repeat it tonight. So let's straight away move on to the shortcomings or the demerits of the NSDB '11 -
  1. Regulation - Ironically, the biggest drawback of this ''Development Bill'', is its cacoethe to do 'Regulation'. The bill says that it is a Sports Development Bill, it is actually a Regulation Bill. Once you regulate the Sports Federations, you can actually control them. Moreover, meddling by government is discouraged in Sports Authorities as per the International standards. Even the Federation of Indian Chambers of Commerce and Industry (FICCI) says that the bill shouldn't be called a Development Bill, but a Regulation Bill.
  2. Right To Information - The second problem with the NSDB is that, without specifying the type of information a sport body has to share, it seeks to tot up each and every sport organization under its umbrella via the Right To Information (RTI) Act . There are no set limits about the information, which has to be made public by the federations.
  3. Age Criteria - Another inept clause presented in this bill is to fix the retirement age of 70 for the officials. This is quite amusing as there are many competent workers in the Central Government, who are above 70 and these are the same people who want this bill to pass. Are they trying to indicate that people above the age of  70 are ineffectual or people below 70 are the only one's who are competent?
  4. Every Sport is Equal ? - This is not a question, but another flaw of the NSDB. The clauses of this bill consider to put every sport under the identical guidelines, by taking up every sport equally. Equality does not mean Identicality. There is a difference betwixt sports of various types and the organizations who control them and the operations of all such institutions ain't the same.
Before I finish my blog, I would just like to say a few points -
  • Sport is a very peculiar thing in India.
  • It is not a National Subject but rather a State Subject.
  • There are so many priorities of the Government of India, that Sport is not a priority of the Central Government.
  • Act brings enforceability to a bill, so we need to create awareness about it, debate about it.
  • Maybe, a more practical and better bill can help in reforming the ailing Indian sports.
